Alexandria Surveys International, LLC’s dedicated staff is the key to our success. As of Summer 2005, we have 47 committed employees. We are always interested in hard working, growth oriented persons to join our team. Furthermore, we stress the technical and capability development of our staff through in-house training, tuition reimbursement programs, and support of professional activities.

Owners & Principals of Alexandria Surveys

William G. Fry, P.E.,
Principal and Owner

Bill Fry has 30 year's of engineering and mapping experience. For over twenty years he developed and managed a multi-discipline service group in a Virginia-based national engineering firm. For 5 years Bill operated a consortium of mapping technology firms performing surveying and mapping services nationally and internationally. Bill is a registered Professional Engineer in Virginia, Maryland and Pennsylvania.


J. Paul Hoofnagle,
Principal and Owner

Paul Hoofnagle has been an engineer and surveyor in the Washington region for 35 years. He has served as a senior engineer in national firms, an owner of his own 90-person firm, and as a principal in another surveying firm. Paul's areas of expertise include surveying, land development engineering, and disaster evaluation.

Bryant L. Robinson, LS
Director of Surveys

Bryant Robinson has been a surveyor in Northern Virginia for 27 years. Licensed since 1993 he is considered one of the leading property and boundary surveyors in the region. He has a long track record with boundary surveys, property dispute resolution and serving as an expert witness. He has an impressive record of topographic surveys, as well as ALTA and physical improvement surveys.

Patrick Eckert, LS
Director of Special Projects

Mr. Eckert has been surveying at ASI for 18 years. During these years he has progressed from rod and chainman to licensed surveyor. In his current position Mr. Eckert has both technical and business responsibilities for major surveying projects undertaken at ASI. Through continuing education and research Mr. Eckert is also tasked with keeping ASI informed of our industry’s changing technology and ensuring that our services utilize this technology in the best possible manner.

Rodney Root
Senior Survey Technician

Twenty eight years ago Mr. Root started as a rod and chainman. During his 14 years in the field be worked his way up to senior crew chief. He has worked on a vast variety of surveys, including the construction of the Washington METRO System. Upon coming in from the field Mr. Root developed an expertise in county records and deed research. For the past 10 years he has directed ASI’s development of plats and records for subdivisions and other recorded property issues. He has also developed management skills and directs much of the production at ASI.

John Winstead
Field Coordinator
Director of Construction Surveys

Mr. Winstead has over 30 years of surveying experience. He started his career with the Virginia Department of Highways as a rod and chainman and 12 years later was a senior crew chief having worked on major road and bridge construction sites and on establishing control and detail for statewide photogrammetry projects. His 15 years at ASI started out as a crew chief, mainly doing construction, topo, and boundary surveys. For the past four years Mr. Winstead has been the Field Coordinator for all ASI field crews and the Director of Construction Surveys.

Thomas Lutke
Head Surveys Computer
IT Manager

Mr. Lutke has been a surveyor for 20 years. For the first twelve he progressed from rod and chainman to senior crew chief with an expertise in physical improvement and property surveys. For the past eight years Mr. Lutke has been the lead survey computer at ASI. He has also earned Microsoft Certification in Systems Engineering and Data Base Management and serves as the Information Technology Manager, keeping ASI on the forefront of applicable technology in the surveying industry.Typical Field Personnel

Theodore Tylen
Field Crew Chief

Mr. Tylen is representative of ASI’s nine field crew chiefs. He has 21 years of experience, starting as a rod and chainman and eventually earning his stripes as a crew chief. He has worked CAD systems and has served as a survey computer. Mr. Tylen has performed all forms of surveys: improvement, boundary, ALTA, topographic and construction surveys. He is a native of Northern Virginia.

Instrument Person

Our beginning level for field crews is Instrument Person Trainee. We might start you without any previous surveying experience as the third man on a “Two Man Crew” learning the survey process and equipment. Full Instrument Persons will have at least six months experience. Our in-house training program helps the beginner rapidly gain the knowledge to advance and earn more money.
